Puerto Rico

Winsor was assigned as a subject matter expert, a technical research resource and a partial author of the Federal Aid Package request to Congress following hurricanes in Puerto Rico.

Winsor most recently assisted the Governor of Puerto Rico in open source research, Army Corps of Engineers damage assessment modelling, housing program(s) un-met need assessment, critical facilities damage assessment evaluation and modelling. Winsor was instrumental in assisting Puerto Rico in development, quality assurance, production, background data collection and communication of its recent congressional request for $94 Billion Dollars delivered on Monday, November 13, 2017.

Specifically, Winsor used advanced analytics, construction estimating, damage assessment projections on critical facilities such as schools, fire stations, police stations and hospitals to calculate a defensible housing damage projection.
